Office of Building Inspector The Town Hall has numerous offices that serve the community… the Building and Zoning departments deal with physical property and buildings of the town and assure that codes and zoning regulations are met and proper planning done. Valerie Carroll and Bob Speaker (Building Official) Building Official Office Bob Speaker is the town building official. This position is appointed by the Town Manager. Bob is a long time Barrington resident, living on Upland Way, and has been the Building Official for over 20 years. Office Hours: 8:30 am to 12:30 pm. Afternoons are spent on site inspections.
